Well the vampire had at least three friends, what with, you know, being part of a plot to take over the city with some other vampires.

My suspicion is its just a random event.  Both are probably.  Though some random events can definitely be triggered by things you do so idk.

I’d assumed the last time it happened to me it was related to the fact that I freed the prisoner the Thalmor were escorting when I bumped into them on the road.

I am fairly sure the assassins are random. I bumped into one on my way to Riften, killed him, then died a little while later. My last save was before the assassin. I took the exact same route (assassin was on a path so easy to find). But when I got to where I had encountered them, there was nobody.

If it wasn’t random you would think the assassin would still be there.
